To provide assistance to local government units (LGU’s), non-government organization (NGO’s), other national government agencies (NGA’s), people’s organization (PO’s), disadvantaged individuals, families and other communities for an improved quality of life.

Mission
Plan, develop and implement social welfare programs and services for the disadvantaged individuals, families and communities that will contribute to their empowerment towards improved quality of life and strengthen the municipal LGU’s, NGO’s other NGA’s, sectoral groups and PO’s for the effective implementation of social welfare programs and services
